edit the first reform that defines the base native reform. Below that reform it restricts where natives could be placed.

Max custom nations are limited to 100 and this is hardcoded in this game. So unfortunately there is nothing modders can do

Also custom ideas work differently. If something changed about them, mostly it would break custom ideas of previous saves so be aware of that.
So game wasn't showing what multiple bonus custom ideas give and after this patch it shows multiple bonuses as intented. Bonus names overflow a little from the namespace but still better than before. At least we can see that it gives more than one bonus.

I want to replay a game with this Version.
Changed vanilla custom idea "Revolutionary Guards" and fixed it. You could see them but not able to recruit them.
