sounds like you disabled the 3d water effect.
that one is needed for the wave effect to be applied. :)

Since it looks weird, I'm not sure, but I think the download was finished as my steam showed.
And the water looks like those three pictures named "g_wt2/3/r_00_COLOR.png" in folder "textures"
even after I disabled all the other mods.

or is every other mod containing water either disabled or at a lower priority?

The picture reminds me of a short animation called The Mighty River, the water looks really beautiful. But after subscribed this mod, the water in my game doesn't looked the same as the water in the picture, and I don't know why.
