Have you tried this one?
See my earlier comment.
Playing Central's Archives missions unlocks stuff like helmets, soldier attitudes and unique armor and weapons to be used in the main campaign. This mod unlocks that content without completing those missions.

great bit of kit
after years of hiatus i decided to smash XCOM again and the game crashes after over two hours of excellent and flawless missions.
i was ready to burn my PC in frustration, now i can just unlock and actually enjoy playing these missions.
What's happened to this game? there's a launcher now and it seems way buggier.
Something else I installed after a long absence 'reset' all my TLP stats and I really didn't feel like playing through all that again right now. Installed this on top of a huge pile of mods I still can't believe I have working together and it worked like a charm.
Can also confirm that launching once with this enabled (verifying 4/4 unlocked in the TLP menu) does in fact "stick" even after exiting and disabling the mod for future launches, which again.. given how twitchy XCOM 2 can be, I figure it's always good to drop any mods from the list I can live without. xD
You should only need to launch the game once to the title screen with this mod enabled and can turn it off immediately afterwards, correct.
I've been doing a lot of troubleshooting but haven't tried this mod yet. All of the TLP stances are shagged
