I think this would be a great weapon to be ingame, akin to what the Shields are to Demomen. It could create a whole knew sub-class, like a Demoknight. Things like the Neon Annihilator could pair up with this to make a "Hydro" or a "Pyroshark" or something of the like, along with other weapons that could attribute to the class.

Seems fair, you can use the powerjack to counteract the walk speed decrease, but does the fire on land decrease as well?

+ flamethrowers can be used underwater
+ impossable to drown
+ attack range is incresed by 30%
+ speed is incresed by 20% underwater
- fire only lasts for 3 secounds
- walk speed is decresed by 20%

I think this should add unlimited underwater time and less damage taken while underwater. Since it isn't a weapon and can't attack those are fair. Technically it goes in a weapon slot [presumably secondary], but so does Mad Milk, Jarate, Wrangler, and flags. The point is that you can't do damage with those alone, you need something else to help you with it. So this could be like the jarate for Pyrosharks. Also I think it'd be cool if you added lighter fluid or gasoline for Pyro to the workshop that could operate like jarate but only to fire damage. That'd make Pyroshark more efficient on land.
And before you say it, I know that the creator of the weapon doesn't make the stats, which kind of sucks seeing as how it wasn't Valve who worked hard on the weapon. I suppose it is fair in the way that Valve is who adds it to the game.
