Ok! I have made a new version of this where it spawns a variety of survivors at the oil rig custom base. Will put like in next message

For those who wonder, the NPCs spawn in the creative base, where you spawn the boat/crane place, hope that helped you :)

There is currently a bug that i have already reported where only two npcs can spawn at a time, so its a problem on the devs end
