Well, if you want this it's great. Depends on your style of play and what you are trying to do with your city. If you wanted to create a one horse town with maybe one or two homes out on the edge of the map then you're going to want to get your 3 or 4 kids educated, but even a small school would look out of place.

Very few created lots are of no use to anybody.
