I never saw this fix before and it worked beautifully, thank you. To anyone else that needs to go through this fix, however, be warned that it will also delete your mod playsets - so you might want to copy down a list of your mods and mod orders beforehand if you run a ton.
I wasn't accusing you of anything. In fact I went out of my way to specify that I wasn't accusing you of anything.
The descriptor file probably just got corrupted. Delete "ugc_1541585639.mod" from <My Documents>\Paradox Interactive\Stellaris\mod, then unsubscribe and resubscribe the mod. Should be fine after that.
But, ever since the last time the game was patched (3.7) [the last time Paradox patched the game, not you - this is not your fault, I am sure] I have seen the notification "This mod is missing a descriptor file." This is a red triangle - meaning the mod will likely cause a crash, and for me this is exactly what is happening. I was running about 30 mods but this is the one that was causing me to crash.
I don't doubt you updated the mod correctly on your end, but (coming from my experience with my old HOI 4 mod where mine wasn't updating properly due to some quirks in Steam) I think you might need to re-release this mod on the workshop as a 3.7+ version, that's the simple solution anyway.
It shouldn't have a little triangle. It doesn't on mine.

"There's a thousand planets ready to be colonized by us everywhere in the galaxy. I can't personally oversee every one of them, so these pre-recorded messages will cover any questions you might have, and respond to any incidents that may occur in the course of your space adventure."
"Those of you who volunteered to be injected with Blorg DNA, I've got some good news and some bad news. Bad news is we're postponing those tests indefinitely. Good news is, we've got a much better test for you, fighting an army of Blorg-men. Hop in a corvette and follow the yellow hyperlane. You'll know when the test starts."
