The good news is it came up clean and so far no runtime errors.
Added Giddy up 2 and Saddle up 2 and a few others I like.

It's an oddly specific set of conditions. I've spent the last several hours troubleshooting this and narrowed it down to these two mods, somehow interacting, causing the error to be thrown with this mod loaded:
TDDebug (https://github.com/alextd/RimWorld-TDBug)
Slave Recreation (https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=2558063616)
Error does not throw unless both of them are loaded.
Good luck figuring this out, I've yet to see how this is happening.
For Mac users, the path is
/Users/[username]/Library/Application Support/Steam/steamapps/common/RimWorld/modlist.html
I would recommend putting the Windows and Mac paths in the description instead of just "the RimWorld directory." That's not enough info to be clear.
For example, on macOS the location of RimWorld saves are in a DIFFERENT RimWorld directory (/Users/[username]/Library/Application Support/RimWorld -- which is where other mods also frequently store data).
I believe to have read there to have been a change in how mods can define dependencies and relations with other mods. Does that in anyway impact his mod? Not necessarily negatively, but rather allow for features?

They're doing something in the Steam page description that throws off the formatting, resulting in h1/h2 tags being emitted.
