There is a config option to force Remove Dark Event covert actions to show up every month.

Sorry about your troubles. CTDs are usually a sign of some sort of mod incompatibility.
I run a covert infiltration mission chain to remove the dark event 'Dark Tower'
I infiltrate to 250%.
After i finish the mission, whenever i go to A mission loadout or my armory to see my soldiers, i crash to desktop.
Just before is totally fine.
The grim horizon mods:
soci grim horizon lite redux
wotc grim horizon text fix
wotc grim horizon fix
wotc remove dark event ( grim horizon lite)
added enemy that is present, the viper king.
if i disable thse mods; i can't complete the mission as the relay becomes a inactive object without HP or a trigger for the mission.
Also i can't find the name of the dark event to remove it by command. I can't test removing the DE that way for obvious reasons.
To my knowledge i have succesfully removed other DE's withotu an issue.
A thought occured: i do not see the mission in the Covert ops. could a possible issue lay with the fact it's no longer in the CO list?
You can set ALWAYS_AVAILABLE=true in the config file for this mod. I don't know of any console command to remove Dark Events.
As to overhaul mods.. Musashi RPG overhaul is the one I have.Though there are some mission overhauls and armor/robot overhauls as well.
WOTC_SORemoveDE error
Causes game to lock up and not start. Deleted mod and verified integrity of files.
I also read this reddit thread. But there was also an answer by Iridar. He said, all NetObject and NetIndex errors can be ignored. And the logfiles with missions that I could start without problems also have a huge amount of these type of errors, so I asume Iridar is right.
I guess I follow your advice and restart the campaign with less map mods. I don't dare just removing them in the middle of the campaign. It's just that I used these map packs several times before without this problem.

I was just doing some digging into NetObject errors and an interesting reddit post suggested that these errors could add 5-10 minutes to loading times. I'm curious if you just let it try to load and walked away for a while what would happen?
Yeah you have a mod conflict somewhere else. As for troubleshooting, there are some great guides out there. Sometimes just unsubbing and resubbing all mods fixes issues for people. But truthfully you will probably have to start whittling down your mods until you find the issue. Maybe start with the map packs?
I've asked the author of [SOCI]Grim Horizon Lite Redux mission. He said it's no problem with his mod.

Btw my mod setup is quite similiar to Christopher Odd`s, that he use in the latest season. Just only 205 mods instead of over 300.
I manually deactivated both sitreps for the Lost (Horde and the other one) in XcomGameData "defaultsitrep"
I reduced graphic settings to minimum and reloaded the shader cahche by automatically searching for the best graphic options. I never use highest texture quality and use FXAA.
What would be more radical troubleshooting methods?
Are you using Missing Packages Fix + Resource mod?
Hmmn. To state the obvious, something isn't playing nice with the generation of the [SOCI]Grim Horizon Lite Redux mission... It's not a compatibility issue with any of the mods you listed as they have been proven to work together.
You may want to ask over at the [SOCI]Grim Horizin Lite Redux mod page as to what may be causing this issue of the actual mission failing to load. Highlight some of the troubleshooting you have done. Beyond that, you may have to engage in more drastic troubleshooting if you really want to use these mods.
But it seems that the map generation is the problem. The log files of the two buggy missions look almost identical, whereas the 3rd mission that works totally fine (not a dark event removal mission but a normal story mission) has this "map generating" part. This part is completely missing in the 2 first maps that do not work.

Run the game and get it to the point where it hangs for you. Alt+Tab out and navigate to Documents\my games\XCOM2 War of the Chosen\XComGame\Logs and open the "Launch" file. Scroll to the bottom of the file and see what's there. I'm not sure what you would be looking for but there may be something to indicate what the issue is. Start with that and let me know of you find anything.
The biggest differences now are the 2 named mods (covert infiltration and the grim horizon stuff)
But I have a serious problem with the activity chain to remove a dark event. Always in the last of the 4 steps, the final mission to remove the dark event, I just can't get the mission started. I am stuck in an endless loading screen when I clicked on "start the mission". It's no real freeze, I still hear the music, the little cxcom icon in the corner still rotates, and I can tab in and out of the game.
I am not sure, which mod causes the problem, but it is suspious, that it only happens at the final mission of the activity chain for removing dark events. All other missions work fine.
Maybe you know anything that could fix this never ending loading screen? Help plz, this mod setup is so great, I don't wanna restart without it :(
Try searching for errors that make reference to gamestate, or GameState.
Did you happen to check the log when these issues arise? You can typically find the log here:
Documents\my games\XCOM2 War of the Chosen\XComGame\Logs
I'm starting to suspect there is a GameState issue and the log will highlight that error.
I had it False. No wonder I was getting only 1 mission per month.
After setting it to True, I am getting 2 missions (per month) now.

MULTIPLES_ALLOWED=true ; If true, the Remove Dark Event Covert Action can appear or be presented by multiple factions at the same time.
Maybe allow us to have multiple different Dark Events instead of just 1 per month?
Dark Events on LWOTC is hell and this MOD makes it a little less annoying.
IMO I find removing Dark Events (on LWOTC campaigns) via Covert Operations cheesy. Next iteration, please include the option that it will generate a Guerilla Mission (with expiration option). Makes less cheesy.
I would suggest lowering the requirements in the config so that the Remove Dark Events start showing up earlier. I would set the following:
MINIMUM_RANK=3
INTEL_COST=25
MULTIPLES_ALLOWED=false
REQUIRE_FACTION=false
ALWAYS_AVAILABLE=true
INFLUENCE_LEVEL=eFactionInfluence_Minimal

So I restarted a new LWOTC campaign with all the bells and whistles with Grim Horizon enabled. And after several days playing, I got a covert mission to remove a Dark Event. See screenshots for active Dark Events, Covert Mission, Covert Mission Done, and Dark Events afterwards.

Could be. I'm looking at Grim Horizon Fix now and I don't see anything out of the ordinary. But XCom2 is a strange beast. I've found all sorts of weird inexplicable bugs over the years where the code looks fine. My Free Reload Anytime Fix mod is a prime example. The original code looks perfectly fine, but it has a persistence issue... Anyway, I'll keep looking.
I noticed one other oddity. Another instance of Remove Undying Loyalty appeared and I completed the mission. After that, it vanished from the Grim Horizon Fix listing. So... maybe something with the duplicate issue?
