With the welders or projection turned off, press the tug ship closely against the welders.
Turn on the welders or projection, and very slowly pull the projection away from the welders, making sure that every block is constructed in the process.
I copied it into a blank world and did some quick mods, and now it is both atmospheric and interplanetary, and has some massive cannons mounted top and bottom.

If you want to turn it off, just turn off the programmable block that's running the script and then you will be able to tilt sideways and pitch up and down.
