@thebalzman, if you are being obstructed from setting it at the right height you might have sank the blueprint too low into the ground. Before that though I would check the ground is making a proper seal around the outside by flattering to foundation at ground level all around the perimeter. If there is a gap where the ground is low it might be trying to fill up your entire park with water.
