All is good with the needs system now.

Figured out this was a legit game glitch :( Lots of players are having trouble with needs system in Alpha-11. Hopefully it's fixed soon!

tried to "fix" this, but there was too much lag and rioting maybe let them all escape and start again or start a new map. good luck
