Ok, it does say that there is a 97.1% increase, but the actual Vampiric Corruption increase is only 9%

Wait, I do have a mod that lets me change my starting settlement to whatever I want, could changing it be the issue?

I just tested it, and it worked for me.
It will add 100 vampire corruption to every region you own as the player. It will take a few turns to make a difference as it needs to change the province corruption from whatever it is and into vampire corruption.
I can't imagine any reason why it won't work, as it's a really simple mod that use difficulty modifiers that will just stack with any other mod.
