Report a translation problem
A solution is to go to the mod folder C:\Users\username\Documents\My Games\Sid Meier's Civilization 5\MODS , search all the files "Sukritact_SaveUtils.lua", open them then delete all their content and replace it with the content of the SaveUtils.lua you can find in MODS\Jarcast's The Samnites (v 4)\Lua\Utilities . That worked for me.
Can u make a post here [forums.civfanatics.com] attaching the lua.log of your game? So I can give a look at your issues and try to replicate it.
I tried with just last version of CP and the updated Samnites enabled and still have no problems.
The mod has no ui components neither things altering the tech tree, so I have no idea where your issue comes from.

It works with every other mod except the Samnites
It seems quite obvious that either you put it in a city or on a tile with a worker, and if you do one you cannot have also the effect of the other.
@supercrevette Thanks for informing me. I checked the code and I noticed I used a table available only when using Vox Populi mod. When such mod is absent the game gives a database error and won't load the code that's below, i.e. the unique components and the settler. I will upload a fixed version asap :)
