I was kinda thinking the same thing. I'll get to work on it.
Oh, it'll still appear in the game. In fact, the mod should still work perfectly fine. I just won't be able to update it so that the "Using Outdated Mods" warning goes away. But you can ignore that warning and the mod will work anyway.
Currently it is impossible to update Steam Workshop mods. The 1.28 update broke the Manage button on mods in the Content menu. A hotfix should come soon, but for now, I am unable to update anything.
I have made a mod similar to that before. It's difficult to chose only specific nations - but you could always use the event <event id> <country tag (optional)> console command to fire the modifier event on a specific country of your choice.

I'm getting a lot of bug reports like this. I don't think anything is wrong with the mod, I think it's just the Steam Workshop failing to download the mod correctly. This is a fairly common issue with all mods, so look around and see if anyone else has found a way to solve it

It should be completely ET compatible. If you run into any bugs, however, please report them in Bug Reports so that I know that there's an issue.
I added that change to appease those who wanted this mod to feel more legitimate. However, if you are one of the many who don't necessarily care about that and just want a fun mod to play with, that effect can be easily countered by using console commands.

I'm hoping this compromise can make all parties happy.
You can start ironman games with it, but (as with all mods) you will unable to earn achievements in those ironman games.
