That would be handicapped or handicap. A 'cape' is something superheroes wear.

Excellentes créations encore une fois je tâcherai de les montrer en live, tes panneaux sont trop biens !
Peux-tu réaliser les panneaux du style, limitation de vitesse, sens interdit ou des trucs du genre ?
(je ne fais que de te donner des idées ^^)
