Ice form would be cool, it doesn't blow them away and they cant fight back for a while.

Yeah I know unrelenting is more popular but it just doesn't seem as feasible. I will probably scrap this one and upload a new one once I can get multiple to work.

i'd bet a lot of people would trade in the fire breath shout for the unrelenting any day. i can see the obstacle you're trying to face. the draugr can use the unrelenting and disarm shouts, but they usually only using the unrelenting, good luck.

The choice thing is the problem. I'm trying all kinds of things to try and make an actor use more than 1 type of shout, but they always just use 1 of them and keep using it.

no make him have the choice of use unrelentoing force. the draugr are undead "warriors" and they have the unrelenting force shout. even though you might take the unrelenting force attack on you an advantage because the distance is increased, you're left prone for a time as you try to get back up.

Unrelenting force is probably the coolest one, but it didn't make sense to me as I was intending for him to be a warrior (doesn't make much sense to knock them away from you)
I could make an archer or a mage with it

I think you should give him Unrelenting Force.

You could try giving him Grey Beards Shouts, which doesn't require the player.
