It's the Holiday Headcase promo item, except it covers the face.
Considering it's a strongly "party"-item themed instead of a more "normal" cosmetic that can be worn year round, and the game already contains the Holiday Headcase and the Well Wrapped Hat that both have the same theme and look less weird (and shown the characters' faces), I'm not thrilled for this. Sorry.

Looks like you literally took the Holiday Case and Halloween Masks and fused them together. Other than that, looks good. It could probably be used as part of a hobo-smissmas loadout.
