Also I highly recommend you try the galvius AI mod if you still play stellaris. even paradox is giving glavius shout outs for fixes in the patch notes these days. the mod improves AI spending without just giving it free resources. it makes a significant difference even on lower difficulties.
@Wysaw I haven't used that mod before, but there were some issues with the ai building megastructures willy nilly like that from what i have heard from others. I have made a few changes to restrictions to hopefully fix that. No more weird things like building habitats on habitats and ring worlds around ring worlds or habitats around ringworlds
Current theory is ai is just building whatever it has the resources for as soon as it gets them, and potentially causes both issues. Might have something to do with why the habitats are being built and never colonized (priority), but thats not the full issue for habitats. Could be completely wrong about all of it, but I will find out while fixing issues
