Oh, then you don't know about the new admin changes? Well pacifists do something do something different now, they lower population sprawl, as does Imperial Prerogative, which gives a percent increase rather than a simple one

I can change the flag so it doesn't show up as incompatible, but as far as I know it doesn't make a difference in game, and i'm not sure what you would want me to change?

Yeah, its bad the new launcher, I heard they outsourced it. As far as I can see, the load order is reversed, so god only knows what other surprises it has in store for mods.

It looks like I don't need to change anything to update to 2.5 (in terms of gameplay), so the mod still 'works the same' even though the launcher is grumpy about it. I am trying to figure out how the new launcher works because it's not happy about my trying to upload a new version.

The mod is working perfect for me tbh, but its always nice to have it updated in case of any bugs, thank Xerrol, this is a must have mod for me.

it is updated for 2.3.* (so it will work for any 2.3 patch) I'll check the patch notes as they come out to see if anything will interfere, but unless they do some super serious reworking of how admin cap does its thing, there's no reason there should be bugs.

Balanced in what way? Some playstyles and government types benefit more than others, such as the megacorporations (which have higher penalties when being above their admin cap) but generally speaking this benefits every civilization type in the early to mid game. You could say that this makes administrative cap boosting civics and government types slightly less powerful in the early game because the base cap is higher, but I don't know that it's imbalanced or imbalancing in any way.

I haven't attempted to balance it for Player vs Player, but even then this will probably be small potatoes in the outcome of those games.

I've downloaded two mods and not the game isn't spawning AI empires (spiral, huge, 14) at all. Is this an issue for this mod?

Thanks Havoc. I looked into changing courier network, but the tooltip is hardcoded in the localization files. You can change the courier network tradition, and it would work correctly, but in the traditions menu it wouldn't have your new effects unless you change it in the localization you're using as well. I didn't want to mess with that.

This is great thanks the administrative cap is so stupidly small for no reason. I also would like to suggest giving the same treatment to the Courier Network civic in the expansion tree. Maybe bump it to 30 from 20 to keep it in line with the other buffs you have made.

@Xerro Im aware what you changed in the files and whats incompatible with other things. Don't take what i said the wrong way, I just wanted to inform you incase people scream at you "Hay make X compatible with this mod!" and you waste time looking at X trying to find the problem.

Hey prime, I'll go ahead and do that. Just be aware that other mods that edit ethics and ascension perks will not properly effect imperial prerogative or these ethics. The changes to the defines should apply more generally.

Word of advice, don't copy the whole files over, only copy the lines you need, that will make it compatible with other mods that edit the same file, also give the file a diffrent name to increase compatibility aswell.
