The devs said that curated items which are already available as mods will have a lower chance of getting into the game. That's probably a large reason why most mod developers don't make curated mods available as regular mods.

@adraincutarnatlon123 Sorry for the confusion! If you want to play the mod, you have to vote it up so it can be included in DLC 2!
