Maybe change the building's animation to aimH (the first one in the vanilla animations list). That's the static "animation" for taking aim with crossbow. Not moving in anyway, but more fitting than the generic use animation you have currently.

The essence of the game exp system is to gain experience in weapons you are actually _using_.
When making this mod I felt that level 10 is a minimum that will make your guys to actually start to reliably hit stuff and use actual crossbows.
Personally, after they reach some basic proficiency I just put them on a sentry turret gunner duty on our camp and there they learn the rest if they really need to.
