I'm fairly certain that you don't have slightest idea over couple things. What those ribbons are and what order those should stack. Three of those are certainly actual US military decorations.

Defense Distinguished Service Medal// Requirement for being awarded is pretty vague, but in practice to be awarded soldier in question should have served as chairman of Joint Chiefs of Staff, vice chariman or head of service.

Army Reserve Components Achievement Medal// Basically a good conduct medal for time you didn't actually serve, not to mention that grunt with good conduct medal does not exist. It's impossible.

Distinguished Warfare Medal// First of all it was disestablished before being awarded even single time. It was supposed to be awarded for sitting air conditioned room half the world away from combat zone. Due this being in there I'm not certain about you not trolling.

i think there should be something that goes with the bill's hat, like there could be an item called bill's jacket wich will make the soldier look like bill that would be nice

The colours are a tad too high on radiance. Adjust the contrast. Also, have you considered adding a medal or two underneath? This is very good for a misc. !

I would add it to my collection "things that go with tf2's artstyle" but i do agree with what emrfish said. Lower the brightness and then its good.

You need to try to make a higher res image. And some of those colors are a little too bright to fit tf2's artstyle.
