Although i LOVE your City State i find there are too many Militaristic ones, period, and for balanced play, and to make them worth the investment. This city could or should be anything but Militaristic. Any chance you want to change it? Cultural or Industrial seems appropriate.

isnt +3 production a little much?
I mean, that effectivly doubles the production you get from stone Quarries.
