This building is a growable type. That is, it can be built anywhere like any other building from the shared asset library, when it reaches the level of buildings to level 5 and the corresponding size.
Randomly, with a size of 1x3 cells.
Or you can manually place it using the FindIT mod

So, if i put this in a district style and it is Lv 5 how does it work? Before to get to level 5? Are houses appearing at all?

No, it's growable.
but in the rico is a support "plop the growable" function.
You can use a search panel (Find IT - mod, for example) and then just plop it any where you want.
