The year is 453, I am playing as Aksum on Hard difficulty. I own most of the southern and eastern portions of the map. Attila has died, the Huns are quickly dying out. On average, there is 1 ruined settlement per region in Europe and Sarmatia.
The mods I run which I believe would have any effect on AI decision-making are below.

Over the course of ~15 turns, the only faction to colonize has been Arran, which I am allied to. They have gone into newly-safe regions in lower Sarmatia for a total of 2 colonized settlements. Currently, I would advise a 30% increase in whatever values you modify to get the AI more interested in settling.
For example, on my last modded campign on VH difficulty with the latest version of the mod, I had abandoned settlements sit open for 3-10 turns before someone nearby would come colonize it.
I put the mod out there before extensive testing, so I'm fully open to adjusting the numbers to get the weight just right.
