you change this value to what ever your looking for, and presto, your done.
however, a word of WARNING:
it is highly advisable to make a mod to make changes to your game, rather then the file itself. this is both for protecting your data and preventing updates from overriding your changes.
secondly, if your not using a mod like UI Override, your not gonna see the civics listed correctly.
There is such a thing as TOO MANY CIVICS. Don't go overboard. I have tested this.

Mod worked in MP, but I am sending this comment to ask if you will be pushing an update to 2.5 cor continued use.
