You are aware that this is a 1960s hairstyle called a shaggy mop-top, right? Very popular for young men after the rise of popularity of the Beatles from the early 1960s onwards, and the Hippie movement of the 60s and 70s. Considering TF2's timeline is set in 1968-1973, it's entirely appropriate for the period.
If emo teens in the 1990s and 2000s couldn't come up with their own damn hairstyle instead of copying the rebellious 60s while looking like pretentious idiots, that's not the 60s fault.
