They're called "Kingsglaive Boots" and are unlocked by default.

This is a SKORT not a skirt. Skirts dont have built in shorts.

The stocking near the feet originally is textured blue. I might adjust it to be black, but not anytime soon seeing I am not really interested in FFXV at the moment. Perhaps when Episode Ardyn releases.

the texture makes the fabric look shimmery, it's really pretty in dark places

Hit the Subscribe button on this page and https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=1621842441 as well and it should be installed. Dont't forget to activate it in the mod menu in-game (if it hasn't already been activated).

Okay...after some testing, I found that the avatar must be at weigh 0 in order for this mod appear properly...disregard what I said below. Excellent mod.

Unfortunately for me it's really bugged, like both the top and bottom are really raggedy/clipped, with entire patches just absent of texture. Her entire belly is appearing, etc.

Yeah the skirt will most likely clip with tips other than https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=1621842441 . I recommend using the sweater, because it's originally an outfit that combined the two.
