Report a translation problem
As for if it's still needed, I'd assume that it is since I have not heard of a way for one mod to detect another mod and then choose which files to use based on if the other mod exists or not.
Gonna be honest, I haven't played Stellaris in quite awhile. I've been meaning to get back into it but many of the mods I used are no longer updated so I have to rebuild my modlist for when I play.
I have checked and there are no changes to be made for 2.3 at this time (I will however update the compatible game version so it no longer flags it in game)

I have tested this mod with UI Overhaul 1440p NEW which is the current working version of the overhaul mod for 2.3, along with Dark UI, and Planetary Diversity and I could not reproduce the issue you describe.
the blue glowing circle is out of place and smaller (to the top left to be exact), when using with the UI mod
Copy and replace
C:\Program Files (x86)/Steam/steamapps/workshop/content/281990/1624596878/duipdcp.zip/gfx/interface/frontend/selection_planet.dds
into
C:\Program Files (x86)/Steam/steamapps/workshop/content/281990/904956708/darkui.zip/gfx/interface/frontend/selection_planet.dds
