Go to rico settings and decrese the level. I had the same issue as you and it helped.

@WeirdSideofdaInternet Land value can be increased by parks and other leisures, schools, fire/police/hospitals etc.
@Sunnyside Yeh me to, was initially just going to re-texture it, but started to notice how much of it that was off from the real life building;
