I was unable to reproduce this bug. If you're running any other mods, try disabling them.
Scythia does not have TSL on this map as the Scythian capital, Pokrovka, is further west than the scope of this map. In your case, the option "Random start locations for civs without TSL" (which is on by default) is activated.
IMO Sea of Japan is more accurate. The Baltic Sea is called East Sea in German. Should we use either of these? Doesn't make much sense tbh :)
