Yes it is compatible. RNG is not an option in that sense.

Hey Freeman, is this compatible with your other vehicle mods? (Black Mesa Joop for example)

I think it would be neat if you made a version of this with RNG, where some cars on the map spawn with their original dusty, scratched up look, while some spawn with these cleaner textures.
