(Goal would be cloth insulated leather armor that protects the pawn down to around -20C or -25C.)
This works great for me because I want quick survivable troops for my playthrough.

The Leather Armor mod doesn't conflict with Combat Extended. The problem would be that Leather Armor isn't balanced specifically for Combat Extended. The armor values of Leather Armor are somewhat close to Plate Armor, so high value leather armors will perform better than most middle to middle-high value plate armors. In many cases, the Leather Armor may actually outperform Plate Armor because it doesn't suffer from the movement/dodge penalty of Plate Armor. On the flipside, it also doesn't protect the hands and feet like Plate Armor does.
