It's defunct, but it was just an add-on for the base game and added flavor. It supported the two start dates, 1936 and 1939.

I do not know how to help you further. I do not experience this problem and no-one else has reported it. My apologies.
I said sans, which means without or excepting.
I was saying to delete everything in the HOI4 documents folder except the mod folder and save folder.
Sometimes, the game stores map data there, which can mess things up.
If that does not work, I am unsure, since the mod works fine for me. Be sure that no other mod is on, regardless of how cosmetic it might appear and make sure your game files are fully verified.
Is it crashing on launch or something?

Plenty of mods edit the map, I am unsure how this one becomes unplayable? Sure, it's incompatible with other mods that mod the map, but I'm not hiding it. Heck, I give a disclaimer to that effect in the Known Issues section.
No death (Liberia, at the very least, will remain as is). I do need to decide how to handle the whole "getting a DLC thing." Considering locking everything behind an event that starts when the game starts. Either pick my mod or the DLC.
I see my mistake, it won't work currently if Somalia/Eritrea are owned by puppets, since the focus is accidentally checking to see if the owner has Ethiopia as a puppet (rather than the intended inverse.)

No. If the problem persists, try deleting everything in your Documents\Paradox Interactive\Hearts of Iron IV folder EXCEPT the mod and save games folders. Then try again.

I have found and corrected the issue. If Civil War code changes again, I swear I am going to commit seppuku.
In a perfect world, I would have time to sit down and make focus trees for every region. I just don't have the bloody time.
Odd, I didn't change that code. I will run some tests.
Somalia definitely has an interesting history, but unfortunately HOI4 is not really a good game to show this off, as this timeperiod did not see an even nominally independent Somalia. Now, although they do not have a unique focus tree, they do have unique leaders and advisors as well as their own unique national idea.

Worth noting, I am still updating this mod for NSB, adding unique advisors and leaders for so many African nations was nice and all, but it means that I have to make a lot of changes.
The reason I would say its a good addition is because somalia has a rich hostyr to make focus trees that draw from it and the italians wanted to make them fascist during their rule over it and indoctrinated them into their military. The british also used somali soldiers in ww2 on the japanese front.
