Sadly, it's impossible to port an entire Vice City map. Hell it's impossible to port even Mainland or Vice Beach. The reason for that is simple. Hammer editor was meant for small, corridor like maps. The maximum size of the map is around 600x600x600 meters. It just too small for it.
