It kind of all just early game too. It might be better if they got unit maintenance reduced by like 50% or culture from every kill.
Maybe getting faith from kills, it could be as if they're gathering flesh, souls, magic. You can build units with faith, Ghouls, Aboms, Deathknights, Valk's.

Ghoul isn't converting units. At least not Barbs. It could just be bad luck, but unlike Prize Ships(As a for-instance) it's not showing a capture chance. Something to think about.
Replace Tile Improvment: Farm with Plague Land.
Does everything a farm does, but can't be pillaged.
At first I wanted Death Knights, but the idea of forming armies of weak units, using them to make more weak units, and then promoting them is much better for the Scourge.
A problem I ran into was my Ghoul upgraded to a Spearman via Ruins. And so lost it's ability to convert barbarians. I'm no modder, but perhaps making the ghouls ability a promotion so it carries on to upgraded units. This would also work with the overall idea of the ghoul. To create armies of weaker units and upgrading them.
I like the Necropolis.
Keep the 'Death to the living' and add a little extra, Tundra and snow should give +1 production and +1 food so they can effectivly settle in heavy snow lands.

Venser's Prodigy: We've got some interesting ideas for the Scourge, but we're just seeing what we're able to implement. We actually have tried the 'Combat Worker' approach for another Civ, and while it works fine for the player, the AI has no idea what's going on and will just use them as military units and never build improvements. So we're working on something else right now that we think people will like.
We've got a big 'Scourge 2.0' patch that we're bugfixing, it should solve a lot of the issues people have with this Civ.
