Nice mod. Definitely not OP. It took me 247 turns to win - typical is 236 to 247, so this is in the range. Not being able to build citadels is a good balancing factor. You can't claim territory, so it is harder to get to strategic resources outside your border. Note: I was able to build a UI adjacent to another UI and on flatland. Having to burn a unit to build is the balance with the UI. I was able to claim a tile I wanted outside my border by putting a scout on it and letting the barbarians kill it...
There did seem to be a bug though - the Mapuche got taken out by Attilla but they remained in the game despite having no cities left. I could confirm this when I got satellites and there was no Mapuche city to send a spy to. They still took part in global diplomacy, including the world congress, intrigue sharing etc, and still appeared on the scoreboard. Pretty sure my culture still increased in influence with them too. It didn't affect my game but could potentially do so :D
