Report a translation problem
Disable all snapping options in Road Tool and Fine Road / Anarch Road mod tools. That way they wont auto snap to each other. Alternatively, drag 1 track on different area nearby, then drag and copy paste with Move It mod as you need

2. Verify in content manager that it is "active" along with turntables.
It was hard for me to find them too, hehe.
I saw someone plopping all three tables on live twitch stream so I can confirm asset is working as intended. Check if have required item subbed.
White icon is irrelevant as I deleted preview thumbnails and put 1px image to save the size that's why you have empty picture slot in content manager.
