I think the way skill gains are defined in the XML has changed.
Flip the <skillGains><li><key>skill </key><value>20</value>...</li></skillGains> section to:

This will make it work for 1.5
Joke aside, doing what @Ruination suggested made this mod work with 1.5, so if you want this to work, then you better follow his advice.
The wiki does say hauling is based on carrying capacity, so I'm not sure what the issue is.

Hey, just because he spends 110% of his time eviscerating demons doesn't mean he can't do other things with as much gigachad energy as he does that, it just means he has PRIORITIES. Like taking care of his bunny, which took up the other 90%(yes he has 200% total, that's why he's a gigachad) until said demons, in an impressive show of making a horrible mistake without realizing it until it was too late, earned his Undivided Attention.

you can alter it yourself, head to workshop folder in you steam folder and search the mod id/1670479679. then edit the xml file.
