Ive enabled this but as someone else mentioned below, it is not working; cost is still increasing

Could there be a way to have options to set the cost? Like a slider up to 1k and down to 100? Or maybe options?

Do any of these "remove scaling" mods affects AI players?

i've enabled this but for some reason it's not becoming active in game, doesn't show up in list of mods on the save game and the settler costs still increase
