Why would I make and publish these, say "[...] for youto cut out and stick onto your creations [...]" but then prohibit people from uploading creations with them? That would defeat the entire purpose of these! It's not like you're just lazily re-uploading someone else's creation while claiming it as your own.
Of course you can upload creations with them.

Also allowed to upload a vehicle with them on it?

Making these was already rather draining. If I decide to make another sign set, it'll be a bit further in the future.

Also, while the 2x2 versrions are too big, maybe you should still make them! They won’t work on most builds, but on the outside of larger crafts, it would make sense for larger ones!

But, just an idea!
