I actually completely rewrote how rushed shot works recently, so it should be a lot less likely to break in bizarre ways.
It is not from ammo roulette. roulette is just a passive ability, it does not add any other abilities to the soldier. There is not, and has never been, a swap ammo ability in the Fury class.
I'm aware there is a glitchy swap ammo ability from some mod. But I don't know which one, just that it doesn't come from one of mine. So I can't fix it, even though I'd like it to be fixed too.
Ammo Roulette does not grant any ammo switching ability. I'm not entirely sure what mod that comes from.
for the classes you don't want, set their NumInDeck and NumInForcedDeck to 0. should prevent them from showing up.

So it appears that cross-class is enabled, however the perk does not show up as available for other classes unless I also have the class pack enabled. It's sort of all-or-nothing; if I have this class pack enabled, I can choose Ammo Roulette for any class I want. If I don't have this class pack enabled, then Ammo Roulette does not show up at all. My knowledge of XCOM 2 modding is fairly limited so I'm not entirely sure how to force the game to call the mod without the Fury class being present.
strange. should have cross-class enabled. double check the array in MZPerkPack.ini. alternatively, it might have something to do with how that mod decides what's available (have not looked at the code for it)
The perks themselves are all in the MItzruti Perk Pack.
If you don't have a primary grenade launcher, the anarchist won't have a proper primary, but the other classes will work fine.
seems to only happen to targets that have their hp reduced to a value that would let another cauterize kill them. suspect the check that's supposed to just block the heal on a killing blow is not behaving.
