Like the original great wall bonus, this bonus goes both ways. Obviously the builder has a greater chance of utilizing the wall, as they can plant units there before the war and plan for the garrison-promotion.

Sorry but just to clarify, does the ranged unit bonus apply only to the tile owner, or any unit occupying a tile with a GW improvement?

Copied from the original mod page: "Ranged units with the Garrison-promotion will be boosted when standing on a tile with a Great Wall (the promotion originally gives +10 ranged strength when standing in a district or a fort, now also when standing in a great wall tile)"
