Report a translation problem
Make sure you are clicking the "Load Database" button and then ticking the "Only Civilizations/City States with TSL" box on the setup screen, especially if you're not setting each civ manually. It sounds like the game picked civs that don't have TSL and, thus, could not place them.

1. No. If I made a worldbuilder version of the map, TSL and mod compatibility would be a pain to implement.

Arabia starts in Cairo unless Cleopatra is in the game, in which case they start in Mecca.
Noticed something - it looks like the NAME of the mod was changed from "True Location Start Africa" to "CC - True Location Start Africa". By adding your name to the mod name you broke everyone's saves.
Alternately, it looks like a bunch of YnAMP mods are now listed as Not Compatible, maybe this mod relies on one of them?
What other mods are you using? I imagine the update could be creating issues with Sukritact's Ethiopia. I think you should be able to continue your game if you unload this mod and/or YnAEMP.
