Ah, okay! I was trying to find the "Civilization Type" so that I could add it to my custom map xml, but I was unable to do so. Thanks for responding!

@ruler_ruler_hi4_seeker_4_seeker This civ is all in SQL, so an XML file defining the civilization isn't necessary! It's all taken care of by GameDefines.sql

Hey Sorry to ask here but what did they do to the mod launcher? I just reinstalled Civ 5 after year and i don't see anything for mods now on the launcher? How do we install mods now? Anyone know?
