yes. They don't change the checksum, so you can get achievements with these.
When the entire collection is complete then I will make one.
Also does 4 have to ability to tell allies what to do (instead of doing their own hare brained shemes) like in 3?
Need a fix to naval invasions too.
Anyone down to play online once all this is modded?
I don't think so because of reasons:
1. I am still updating these mods (and they will probably require updates with every major dlc/patch), which means I would have to update everything twice
2. some people only want uncensored event pictures, but use flags from another mod or use my flag mod, but don't like CoA or icons mod because of quality reasons etc. - if the mod stays in parts everyone can download exactly what they personally want

But i encountered still one remanig case of censor in the german version of the game. The portrais of some german leaders are blacked out: Hitler, Göbbels, Hess and Himmler.
Well it's not gamechanging but I realy dislike censorship that in my opinion is unnecessery since evryone knows that faces in Germany.
And yes it doesn't get mentioned in the pack title, but i think that would complete your uncensoring even when it is just usefull for german users
