Usually Air is the biggest killer, until the game realises all the rooms need to be filled, and then actually does it the FPS will chug. Turning off Air tightness in the settings might help,

What is the expected frame rate on a decent PC? I get way less than 1 fps after the level is loaded. Anything I can tune in SE's settings to make it faster, at least 5-10 fps simulation speed?

The game is apparently (effectively) single threaded, it loads a single CPU core 100% with this level loaded. GPU is at 5% and there is plenty of free memory.
