Report a translation problem
Unfortunately, it's more of a texture thing as opposed to tinkering with color values on a database. I tried dabbling in textures but my photoshop could not read the file PFM exports out of. I'll try to give it another go.
I think it should be fine as long as it does not conflict with the Cult of Sotek color uniforms

with these enabled the color scheme overhaul does not work, despite them changing nothing texture wise, when i disabled them and left only your mod on, it worked fine
abit odd. I'm not quite sure what would cause it to not appear. I recommend trying the following to trouble shoot the problem.
- double check that you enabled in the launcher
- see if Total war is completely updated
- verify cache game file integrity
- try seeing using either the old launcher or new one

Seen this -I use this mod, il disable it and see if it's confirmed x2
