reality: one of most subscribed mods for game
Not sure what the problem is in combination with Invictus, never tried it.
How do you fix it exactly? Has it to be installed from other source than steam no matter what?
in my experience it has to do with the first letters of the mod. see in your mod folder there are ugc_number.mod files and there is a conflicting .mod file in your local mod meaning that mods which names are starting with A - UGC always get local loading priority. while mods that start with the names of UGD - ZZZ will be loaded from steam first. this means that "Always show Christian / Gregorian Date" will always be loaded locally first for you. If you named your mod "X - Always ..." then your mod would always be loaded from steam first for you.
It's only a modder issue and has nothing to do with other steam users being able or not to use this mod.

if your local version is working for you and if this mod is updated correctly (i.e. all uploaded files are identical to the local files) then this mod will work the same way for subscribers/users
don't be surprised if you can't load the steam version but only your local version. that does not mean that this steam version is not working but only that your local version always gets priority by loading. i faced similar issues with my mods.
If you download the files from the direct download link and put them into the Documents\Paradox Interactive\Imperator\mod folder it works without any issues.
I have no idea why this would happen.
